Czech representatives from SAO at the XIX INCOSAI congress

From November 5 to 10, 2007, the delegates from the Supreme Audit Office (SAO) led by their president, František Dohnal, were at the floor of the XIX INCOSAI congress that took place in Mexico City, Mexico. Together with the Czech delegation, about 600 participants represented around 160 audit institutions from all over the world.

The participants were discussing two main topics above all: the generally applicable basic indicators and auditing of public debts. The German delegates covered the topic of public debt auditing. The Americans contributed to the discussion with a compilation on the basic indicators.

After the workshop topics had been reported, the following days were dedicated to discussions of the particular documents. Associates of INCOSAI could also bring notes on the topics from their regional workgroups to the attention of the other participants of the congress. In the end, the outcomes of the debates were presented at the summit meeting.

“While discussing, I realized that it is hardly possible for such numbers of participants to agree on a broadly applicable opinion. The resulting document is composed of several recommendations and certain rules, which should be accomplished by the audit institutions if possible. During the discussions, many colleagues pointed out that statuses of their audit institutions differ and they do not have the same legal capacities. As I said before, the summit did not result in a pronounced obligation but rather a recommendation for the associated members,” said president Dohnal when he had returned from Mexico.

Printed materials, which the Czech delegates fetched along, will be partially opened up within the SAO web pages. The next INCOSAI congress will be held in the Republic of South Africa in 2010.
