EU Report 2009 analyses the EU financial management in the Czech Republic

On May 20, 2009, representatives of the Supreme Audit Office led by the president of the SAO František Dohnal came in the Chamber of Deputies of the Parliament of the Czech Republic to present the publication entitled ‘Report on EU Financial Management in the Czech Republic – EU Report 2009’. The presentation was guaranteed by Chairperson of the Chamber of Deputies Miloslav Vlček.
Audit reports of both the Supreme Audit Office (SAO) and the European Court of Auditors, as well as various publicly available resources were used as the sources for the EU Report 2009. At obtaining information at the national level, cooperation was maintained in particular with the Czech Ministry of Finance.
The publication not only informs about the structure and basic principles of the EU budget functioning but it also compiles the knowledge gained from auditing operations performed by the SAO and those acquired by the auditing institutions of the EU. The EU Report 2009 calls attention towards financial management insufficiencies of the EU funds that the Czech Republic is concerned in. In addition to the information on use of funds and a comparison of available audits, the EU Report 2009 draws attention to current financial management trends, while it also presents key characteristics of protection of the EU financial interests.
“The publication regarded to the importance of the EU budget and to the fact that the EU financial resources are provided to the ultimate consignees by various programmes and policies, which contain their own implementation structures. The SAO intended to publish Reports on EU Financial Management in the Czech Republic on a regular basis. The intention also reflects the resolution made by the heads of the EU supreme audit institutions and the European Court of Auditors who met in Prague at the 2003 annual meeting of the Contact Committee of the Supreme Audit Institutions of the European Union to discuss EU financial management as a priority of their international cooperation. Summarising the facts into a single document will produce a coherent look at the issues of the EU financial management in the Czech Republic. Our goal is to provoke a debate that could contribute to better quality of financial management of the EU funds in the Czech Republic“, said president of the SAO František Dohnal.
Among the guests invited to the event were representatives of the Office of the Government of the Czech Republic, as well as members of the Committee on the Budget, Committee on Budgetary Control, and Committee on European Affairs of the Chamber of Deputies together with representatives of the Committee on EU Affairs of the Senate of the Parliament of the Czech Republic.
