Number of citizens’ submissions increased

By the end of October 2009, the Supreme Audit Office (SAO) has recorded 11 % more submissions (including requests for information, complains, and initiatives) from citizens and institutions than in the previous year. The increase makes 19 % compared with the same period in 2007.

„As for the structure of the submissions, their subject-matter has remained the same. Most of them are private law based, thus out of the range of any potential audits. This year, citizens often complain about contravened labour-law provisions and problems in social services“, said Radka Burketová, spokesperson of the SAO and director of the Communication Department, which administrates the submissions.

The record also showed a slight increase of submissions, which are critical of the costs of housing and disagreements in new housing associations and partnerships of house owners. The citizens who complain about local governments and administrative problems are provided with the information on possible solution and given particular references to competent authorities.

Those submissions that refer to topics actually related to SAO’s audit competencies serve as supplementary information material used in planning future audit missions as well as in preparing missions already scheduled. In recent years, applicable submissions have been mainly focused on the topics of road-building.

„The rate of submissions that refer to topics actually related to SAO’s audit competencies (so called applicable submissions) maintain their usually high share and makes some 35 % this year. The rate of anonymous submissions has dropped by some 20 % compared with the previous year, which can be seen as a positive turn that has been proving the citizens’ enhanced accountability for presenting their opinions and claims“, said Radka Burketová.
