President of SAO speaking of capital punishments for detected corrupt practices in China

From September 23 to October 1, 2007, František Dohnal, president of the Supreme Audit Office (SAO), visited the Peoples´ Republic of China as the Chinese control agencies had expresses their invitation previously. Dohnal, who became the 4th foreign visitor to have incepted an honorary professorship at the National Nanjing University, dwelled in Beijing and Shanghai as well.
The delegation met representatives from Ministry of Control and the National Audit Office of People's Republic of China (CNAO). Presently, the Auditor General of CNAO also leads the Asian section of INTOSAI. The Czech visitors saw diplomats from the Czech embassy in Beijing and the consulate general in Shanghai as well.
“I noticed that special sections of Chinese police struggle with mismanagement, as well as the Ministry of Control that deals with corruption within the state administration. Chinese have the very strict attitude towards audit results. Even capital punishments are among sentences for detected corruption practices.
Chinese executives submit to an audit of their economical decisions made in the course of proceedings when their tenures are about to finish. For instance, the inspectors conclude whether the person can apply to a state administration office thenceforth,” said Dohnal.
The other point of the programme – visiting the National Nanjing University – followed the interests of the Czech delegation in the educational system of Chinese finance and control auditors. For many years, specialists from European audit institutions have only been discussing the idea of audit-aimed university schooling with no palpable result. Over 15 thousand students attend the unique university of Nanjing presently, some of them coming from abroad. The training for foreign attendants of the university is given in English and lasts several months.
President Dohnal is going to lecture in China on the auditing system in Czech Republic, presumably next year. He became but the fourth foreigner to have been granted a title of honorary professor at the National Nanjing University, after the presidents of the U.S. Government Accountability Office and the Bundesrechnungshof of Germany, and the chairman of the Accounts Chamber of the Russian Federation.
