Representatives from Belarusian Ministry of Economy, Minsk City Executive Committee, Belarusian educational institutions, and NGOs at the SAO
On September 7, 2015, a delegation of the Republic of Belarus consisting of representatives from Belarusian Ministry of Economy, Minsk City Executive Committee, educational institutions, and non-governmental organisations (NGOs) arrived at the headquarters of the Supreme Audit Office (SAO) to meet representatives from the Czech chapter of Transparency International as well as Vice-president of the SAO Ms. Zdeňka Horníková and other SAO representatives. Belarusian delegates arrived to the Czech Republic within the frame of a year-long project of the Czech Transparency International, which focused on promoting anti-corruption mechanisms in public administration and was funded by the Czech Ministry of Foreign Affairs under the Transition Promotion Programme.
Topics discussed at the meeting included powers and activities of the SAO, the code of ethics for the SAO employees, methods to tackle corruption in auditing, transparency, responsibilities, and utilisation of “open data” within the SAO’s activities. Guests were introduced to the SAO’s auditing powers and the scope of control activities and audit recommendations arising from a parallel audit that was performed by the SAO and the German supreme audit institution Bundesrechnungshof in 2013, which focused on procurements of public buildings and prevention of corruption. Belarusian delegates were also informed about reasons of establishing, activities, and goals of the EUROSAI working group on audit and ethics – Task Force on Audit & Ethics – that the SAO is involved in. Guests also heard about the SAO’s powers in the field of prevention of corruption on national as well as international levels.
