Representatives of public authorities, the non-profit sector, and academics discussed potentials offered by open data in public administration

On February 19, 2016, representatives of more than 30 public administration authorities, the non-profit sector organisations, and academic institutions met at the headquarters of the Supreme Audit Office (SAO) to discuss the potentials of open data in public administration sector. During the working seminar, which was organized by the SAO together with department of e-Government Chief Architect at the Ministry of the Interior, Faculty of Informatics and Statistics of the University of Economics in Prague, and faculty of Mathematics and Physics of Charles University in Prague, participants shared their experience, presented examples of good practice, and discussed publication possibilities based on principles of data linking.

At the seminar, examples of open data utilisation, publication tools and standards, and ways of data linkage were presented. “Publication of open data based on principles of data linking would make it possible to interconnect the data systems, explore their contexts, and search for more effective data utilisation. Among our mutual goals is to use the data, use the information included in the data, and use the knowledge contained in the information. For the SAO, open data in public administration serve as a source of information and may become a powerful tool for public controlling. It would be silly to overlook the potential of open data. That is why the SAO – as the first Czech public institutions – has started to save more and more data sets related to the SAO into the Open Data National Catalogue”, said President of the SAO Mr. Miloslav Kala during the seminar.

For example, a case study was presented by the Czech Social Security Administration (CSSA), which looked at publication of the CSSA’s open data systems. “We appreciated that the CSSA presented this particular example of good practice. With the support of the Faculty of Informatics and Statistics of the University of Economics in Prague, the CSSA dealt with this relatively new field of expertise within a few months’ period. Last year, the CSSA started to provide – namely to analysts, forecasters, students, and representatives of the public administration – a high-quality open data network in RDF (as well as CSV) format, which contains 18 data sets of the pension insurance field including visualisations. At present, the CSSA is preparing even more data sets, in particular related to Medical Assessment Service, self-employed persons, and administration procedures”, said Ms. Michaela Hendrychova, Director of the CSSA’s section for administration of data on social security.
