XXI Congress of INTOSAI

From October 21 to October 26, 2013, a delegation of the Supreme Audit Office (SAO) led by President of the SAO Mr. Miloslav Kala attended XXI Congress of International Organization of Supreme Audit Institutions (INTOSAI), which took place in Beijing, China. The INTOSAI Congress (INCOSAI) is the supreme organ of the independent and non-political organization INTOSAI and is composed of all SAIs from the World. The main themes discussed at the XXI Congress were I/ National Audit and National Governance and II/ the Role of SAIs in Safeguarding Long-Term Sustainability of Finance Policies. Among other topics presented at the Congress were outcomes of individual committees’, sub-committees’, and working groups’ work. Traditionally, reports on activities of regional working groups (EUROSAI, PASAI, ARABOSAI, AFROSAI, ASOSAI, OLACEFS, CAROSAI) are on the agenda of the Congress as well. The Congress adopted additional international standards of SAIs (ISSAI), new working groups were established, and future plans were presented. The outcome of the Congress is a document entitled “Beijing Declaration”.

The XXI Congress was attended by some 600 delegates from more than 150 SAIs from the World as well as representatives of international organizations such as the Institute of Internal Auditors (IIA), World Bank, the United Nations (UN), and the International Federation of Accountants (IFAC). The XXI Congress was held in celebration of two important anniversaries, i. e. 60 years since the organization’s establishing and 50 years of the General Secretariat.
