Management of the state property by the State Securities Printer

Auditing operation No. 05/12


The auditing operation was included in the Annual Audit Plan of the Supreme Audit Office (hereinafter referred to as “SAO”) for the year 2005 under No. 05/12. The auditing operation was managed and the audit conclusion drawn up by Mrs. Eliška Kadaňová, the Member of the SAO.

The aim of the audit was to examine procedures correctness in the course of the state enterprise’s management and fulfilment of founder’s obligations how law set them down.

The audited period covered the years 2004 and 2003 as well as previous or following periods in certain cases of relevant connections (up to the conclusion of the audit).

The audited bodies were The State Securities Printer, state enterprise (hereinafter referred to as “SSP”) and the Ministry of Finance (hereinafter referred to as “MF” or “founder”).

The audit was focused particularly on fulfilment of obligations set down by the Act on a state enterprise to the SSP and to its founder. The auditors further examined the Act on Accountancy adherence and data relationship between general ledgers, financial statements and Annual reports. These specific areas of management were audited: property items records and safeguarding of property, long-term property acquisition, merchandise inventory, costs, revenues, creation and usage of funds, and other cases of property transactions.

On the basis of knowledge obtained during the audit it is possible to point out following shortcomings:

  • The SSP handled with some items of earmarked property without previous founder’s approval in 2003 and 2004.
  • To recur production of printed matters, the SSP concluded in addition to contracts of purchase also brokerage contracts. In four such cases, the SSP failed to document conclusively that brokerage paid to brokers since 2003 up to the end of audit was spent effectively and economically.
  • Negotiations of the co-operation in the course of the MF print centre establishing has lasted since 2000; the inability to adopt any solution has negatively influenced decision making process of the SSP in the relevant area.
  • The MF bookkeeping has been not complete and right since 1997 for the receivables for rent and the liability, which arose towards the SSP from realized reconstruction of the Studenov centre.
