Funds provided for remedies of the transport infrastructure damages caused by the 2002 flood

The aim of the auditing operation “Funds provided for remedies of the transport infrastructure damages caused by the 2002 flood” was to examine management of funds provided from the state budget and the State Fund of Transport Infrastructure for reconstruction programs at 22 audited entities during period from 2002 up to the conclusion of the audit.

The auditing operation was managed by Mr. Jiří Adámek, Member of the SAO.

The audit covered 105 projects, i.e. 18% of all remedy projects in railway, road and water transport infrastructure. They amounted costs of around CZK 2 billion, i.e. 33% of total volume of funds dedicated for such projects (except for funds from regions). Funds dedicated for remedying flood damages were also used for reconstruction of damages, which were caused by poor repairs and maintenance. Some railway transport infrastructure projects were approved without satisfactory documentation. Several of them were not reviewed whether they met the determined binding parameters.

Rather serious shortcomings were found out at 24 projects, i.e. 23% of audited ones:

  • funds of CZK 1.7 million were used at 4 projects for other than determined purpose;
  • funds of CZK 2.9 were used for buildings or constructions in somebody else's ownership;
  • funds of CZK 1.2 were paid against wrong invoices at 6 projects;
  • reconstruction works were commenced at 4 projects without building permit or notification, and a construction was opened without building control approval;
  • 6 projects breached the public contracts regulations.
