Management of the state property and funds earmarked for aeronautic equipment of the Air Police of the Czech republic
Press release on completion of the auditing operation No. 05/21
The auditing operation was included in the Annual Audit Plan of the Supreme Audit Office (hereinafter referred to as “SAO”) for the year 2005 under No. 05/21. The auditing operation was managed and the audit conclusion drawn up by Mr. Ladislav Zeman, Member of the SAO.
The aim of the auditing operation was to examine management of the state property and funds, which were used for acquisition, mending, maintenance and upgrading of aeronautic technology. Auditors also studied how the Police of the Czech Republic used this technology in its service. The auditing operation covered the period 2003 – 2004 at the Ministry of Interior.
The volume of the whole property used by the Air Service of the Czech Police under the Ministry of Interior administration amounts more than CZK 2.14 billion. The audit found, among other things:
- No official concept of an air service of the Police of the Czech Republic does exist.
- Early withdrawals of flying and terrestrial staff bring about decrease of trained proficiency and increase of training costs.
- Technical condition of the hangar on the Prague Ruzyně Air Base represents a risk of an extensive damage to the state property and it could also endanger human lives or health.
- Three contracts for general mending of helicopter engines with the total price of CZK 81.5 million were made by form of calling up only a single bidder.
- The Government and the Minister of Trade and Industry issued principles and rules for offset programs but they were not followed. The offset programs implementation failed to aim the government goals.
- Aircrafts in the Police service are rendered as the state aircrafts and their functioning is not properly subordinated to a legally defined state administration.
