Funds earmarked for programs of structural subsidies in agriculture

Press release on completion of the auditing operation No. 05/32


The auditing operation was included in the Annual Audit Plan of the Supreme Audit Office (hereinafter referred to as “SAO”) for the year 2005 under No. 05/32. The auditing operation was managed and the audit conclusion drawn up by Mr. Jiří Kalivoda, Member of the SAO.

The aim of the auditing operation was to examine management of the State Budget and European funds earmarked for implementation of the structural subsidy programs. The auditing operation covered period from May 2005 to the end of the same year at 42 projects from the point of view of administration and financial management, and at 14 projects including also beneficiaries.

The audit of the operational program “Rural development and multifunctional agriculture” studied whether the system of the EC structural policy implementation determinate for rural and agricultural development of the Czech Republic was established in compliance with European and national regulations and whether this system works without significant faults.

The system based audit analyzed documents related to design and setting of the system. Audit tests of the implementation then examined whether auditees fulfilled their obligations linked with applications’ administration, projects realization and repayment of expenditure.

The auditors found out i.a.:

  • The implementation system of the audited program was established in the Czech Republic in compliance with European and national regulations;
  • The implementation system of the operational program worked in cases of audited projects without substantial or frequent faults. All audited projects adhered to given purposes and aimed project targets.
  • By the end of year 2005, they paid out 7.3 per cent of the earmarked public funds and adopted decisions on 52 per cent of total volume of this program. As the audited program is still running in its early stage latter number indicates a probability of higher degree of exploitation of the program funds from the EU budget.
