Institution of the State Labour Inspection Office twisted

Auditors from the Supreme Audit Office (SAO) focused on management of the State Labour Inspection Office with the state property in accordance with the labour inspection law. The audited period extended from July 2005 to December 2006, including the associated data from the previous time as well as the following time. The audited bodies were the Ministry of Labour and Social Affairs and the State Labour Inspection Office.
On July 1, 2005, an all-new labour safety law came into force. Under the law, the former Labour Safety Office and its inspectorates were dissolved and the State Labour Inspection Office (SLIO) with its local authorities was established. Within the jurisdiction, the Ministry of Labour and Social Affairs controls the SLIO, agrees to their own annual audit plan, coordinates their auditing activities, reviews the administrative decisions, and grants their financial resources.
“In 2005, the State Labour Inspection Office had no starting balance sheet, nor did transfer back CZK 1,5 million granted from the state budget that had not been spent on the ISPROFIN projects,“ said František Dohnal, president of the SAO. The audit revealed that their accountancy had been mistaken.
„The ministry fixed the 2006 SLIO budget. In result, the following numerous budget measures had to be faced up. These facts produce the evidence for the statement that the budget fell short of the factual costs of the planned SLIO activities,“ said František Dohnal.
The auditing operation was included in the 2007 Audit Plan of the SAO under No. 07/08. Rudolf Němeček, Member of the SAO, controlled the operation and drew up the audit report as well.
