The Czech Statistical Office failed to give fair and true view of accounting in 2009 balance accounts

From September 2010 to March 2011, auditors from the Supreme Audit Office (SAO) were performing auditing operation No. 10/32 – Closing account of the state budget heading "Czech Statistical Office" for the year 2009, which aimed at the reliability of 2009 balance accounts that the Czech Statistical Office (CSO) had submitted to support the final account of the state budget heading No. 345. Auditors scrutinized whether the CSO proceeded in compliance with the applicable legislation when compiling the 2009 balance accounts.

Auditors concluded that the CSO had failed to give fair and true view of the accounting in their 2009 balance accounts, which is in disagreement with law No. 563/1991 Sb. and applicable regulations. Considering the fact that the total findings overcame the pre-set maximum allowance ratio of bad evidence, auditors concluded that the 2009 balance accounts had failed to provide sufficient supporting documentation for closing accounts of the budget heading No 345 – Czech Statistical Office of the year 2009. The total ratio of bad evidence was influenced by over- and undervaluation of accounts and items on the relevant sheets.

With regard to the insufficiencies found in the 2009 balance accounts, it is necessary for the CSO to adopt corrective measures, which can help to improve accounting and internal audit systems so that the possibility of making mistakes is minimal and emerged insufficiencies are detected and eliminated in due time.

The auditing operation was included into 2010 Audit Plan of the SAO under No. 10/32. Daniel Reisiegel, Member of the SAO Board, managed the operation and prepared the audit conclusion as well.
